About the Project:
Commencing on 1 July 2025, our department will launch a new specialist disability employment program aimed at enhancing job opportunities for individuals with disabilities. This initiative involves a multi-faceted approach including a new approach to market process for program providers and the development of a modernised ICT platform, which is part of a three-phase rollout. The successful delivery of this program will be critical for jobseekers, employers, providers, and government bodies.
To meet the demands of this complex and high-stakes project, we are seeking skilled professionals to join our DES Branch. We need experts in ICT, business analysis, policy, procurement, and project management to assist with policy development, implementation strategies, and the integration of employment interfaces with the National Disability Insurance Scheme (NDIS).
Position Overview:
We are looking for a Senior Business Analyst who will play a pivotal role in the successful execution of the new program. The ideal candidate will have a strong background in business analysis, a proven track record of collaboration across government organizations, and expertise in managing complex policy and reform implementations.
Key Responsibilities:
- Develop and document a range of artefacts including User Journeys, Business Process Models, High-Level Requirements, and other conceptual models.
- Collaborate and negotiate with various government organizations to achieve project goals.
- Conduct thorough analysis from multiple sources to ensure quality assurance and derive business insights.
- Interpret and critically analyze policy to develop requirements in a highly complex environment.
- Manage stakeholders effectively, both internal and external to the Department, to support, influence, and collaborate.
- Provide strategic guidance and support to the Program Manager for informed decision-making.
- Solve problems and build partnerships through well-developed stakeholder management skills.
- Utilize experience with ESSWeb1.0 and 2.0 platforms and technologies.
- Demonstrated experience in developing business analysis artefacts and models.
- Proven ability to negotiate and collaborate across multiple government organizations.
- Strong analytical skills with a focus on quality assurance and deriving business insights.
- Expertise in interpreting complex policy and developing requirements.
- Excellent stakeholder management skills and experience in building cooperation.
- Familiarity with ESSWeb1.0 and 2.0 platforms and technologies.
- Experience working with DEWR and Services Australia is highly desirable.
- Agile certification is highly desirable.
