Job Opportunity: Scrum Master – Specialist Disability Employment Program
Location: Canberra
Contract Duration: 18 months (with two 12-month extension options)
Clearance Required: Baseline Clearance

About the Project:

The new Specialist Disability Employment (DES) program is set to launch on 1 July 2025. This initiative aims to improve employment outcomes for jobseekers with disabilities and involves a multifaceted delivery process. Key components include executing a market approach for program providers and implementing a modernized ICT platform in three phases, with the first phase scheduled for completion by July 2025.
To meet the project's demands, we need skilled professionals to join the DES Branch as contractors. We seek expertise in ICT, scrum master, business analysis, policy, procurement, and project management to drive the analysis and development of strategies related to policy implementation, program reforms, and interactions with the National Disability Insurance Scheme (NDIS).

Role: Scrum Master
Key Responsibilities:
  • Agile Project Management: Oversee day-to-day agile functions, including managing stand-ups, scheduling tasks, prioritisation, and coordination across multiple Government Departments.
  • Scrum Process Adherence: Ensure that cross-departmental teams follow the scrum process, promoting agile methodologies to enhance program outcomes.
  • Team Coaching & Support: Coach and support teams in Agile practices, fostering adoption and integration across Departments.
  • External Team Leadership: Lead external delivery teams, manage events and ceremonies, handle stakeholder engagement, and produce planning documents. Record and measure team outputs.
  • Communication & Engagement: Facilitate clear communication and engagement between internal and external teams, including vendors and other Departments.
  • Risk Management: Collaborate with the Program Manager and stakeholders to identify risks, blockers, opportunities, and impediments to successful delivery.
  • Technical Knowledge: Familiarity with Workforce Australia’s Digital Platform, ESSWeb 1.0, and JIRA is preferred but not essential.
  • Certification: Scrum Master certification in the Scaled Agile Framework is desirable.
  • Stakeholder Management: Build and maintain strong relationships with stakeholders, ensuring alignment with business owners and external vendors.
 
Additional Responsibilities:
  • Integration of Large-Scale Reform: Take ownership of integrating large-scale reforms and managing business owners.
  • ICT Delivery Team Participation: Join the ICT Delivery Team, contributing to the build and development of the project with a focus on testing and business analysis.
  • Vendor Coordination: Work closely with external vendors involved in project build and development.
 
Requirements:
  • Proven experience as a Scrum Master or similar role, particularly in large-scale reform programs.
  • Strong skills in agile project management, stakeholder relationships, and team leadership.
  • Ability to manage risks and impediments effectively within a complex project environment.
  • Demonstrated experience in managing and coordinating across multiple departments and external vendors.
